Darryl Owens: Orlando's Approach To Ending Homelessness Is Changing For The Better

Central Florida seems ready to shed its reputation for criminalizing homelessness. That’s according to Orlando Sentinel columnist and editorial writer Darryl Owens. He points to three major announcements in the last two weeks that seem to suggest local government leaders are taking new approach to the issue of homelessness.
